A statewide ArcGIS coverage of the boundaries of all New York State Empire Zones. The Empire Zones program is administered by the Department of Economic Development. Currently, legislation authorizes up to 72 Empire Zones. Each local Zone is administered by a Zone Coordinator and it is their responsibility to provide the Department with current boundaries. However, boundary revisions are not always reported to the Department in a timely manner so the boundary file represents the most current boundaries available to the Department as of the posting date. Empire Zones may include entire Census tracts or parts thereof

Zone coordinators are required to apply for approval of boundary revisions. When approved, the coordinator is required to provide the Department with GIS boundary files. The original files are of various formats but the Department maintains statewide files in ArcGIS format.
