The NYS Bird Conservation Program designates areas as Conservation Areas. These are usually part of an existing Wildlife Management Area or a State Park. The program is described on the department web page: http://www.dec.ny.gov/animals/25341.html.
Laura Sommers, Division of FWMR, NonGame Unit, digitizes a point centered within the designated boundary into a shapefile that she maintains.
The updated point layer gets put into the department geodatabase. Files are maintained by Bird Conservation Area Program Staff.
